any major changes in the proposal which was referred to and agreed by EXCO would have to be referred back to EXCO. EXCO's agreement is for total GFA of 19,000 square metres.
major changes in the use of the office space (eg sub-letting) would probably have to be referred back to EXCO. (Paragraphs 7 and 14 of the Specific Conditions paper are relevant although a generous interpretation of the term "ancillary accommodation" could provide the flexibility we might need).
a local legal representative and estate surveyor to look after interesis might be advisable.
the PTG will probably be granted on the basis of deferred possession. The Colvin House site will probably not be available until late 1992/early 1993, when an alternative venue for JLG meetings in Hong Kong is expected to be ready (there is a JLG meeting in Hong Kong in December 1992; it was thought unlikely by those present yesterday that alternative accommodation would be ready by then). Geotechnical surveys and borings on site will however probably be possible by arrangement before possession.
existing facilities on the site ie HK Electric sub-station, Architectural Services Department depot and Urban Services nursery will be removed prior to possession.
height restrictions will be generous and should not pose a problem.
the premium will be HK$1,000: rental, if payable, will be computed on the basis of 3% of rateable value: exemption from rates is not automatically extended to rent liability.
a survey of non-building areas on site, eg drainage reserves and of the trees (some of the latter may have to be kept) will be completed in about 6 weeks' from now.
work on the Kennedy Road flyover is unlikely now to commence before 1995; further slippage is possible.
in the overall plan, access to the Colvin House site is limited to one point, from Supreme Court Road. A second access road is not ruled out but would have to be considered separately by Transport Department.
