1. In my covering note to the first draft of the Special Conditions paper, which I faxed to you yesterday evening, I said I would send you an account of the meeting.

The meeting, essentially convened to run through a possible timetable for the negotiations, was chaired by Jim Hughes, Acting Principal Government Land Agent. Also present were Derek Williams (Senior Estate Surveyor, Buildings and Lands Department), Francis Ng (District Lands Officer HK West), Joseph Law (Principal Assistant Secretary, Constitutional Affairs Branch), Alan Paul and Russ Jarvis. These are the people you will be meeting next Monday, with the exception of myself (I shall be in Peking).

3. Mr Hughes will chair the Monday meeting. He does not intend to produce an agenda as such but sees this second meeting as an opportunity to carry forward the discussion we had yesterday.

As further background I enclose a copy of the standard memorandum, "Particulars and Conditions of Grant by Private Treaty", which will feature as the preamble to the Special Conditions paper.

(Incidentally, the Special Conditions paper was handed over somewhat reluctantly; Mr Hughes stressed that it was very much a cockshy which has not yet been discussed internally in Hong Kong).

4. The following points emerged from the meeting:

the target date for completion of the lease is 31 March 1992. This is to ensure that completion is achieved during the current FY's Land Commission programme. To meet this target a final offer and formal acceptance will be needed by end March 1992.
