Design Brief: The Offices Building.
Requirements.
22. An SOR for The Offices Building is provided under Annex A(1).
Planning Principles.
23. The building is to provide up to £19,000 (sq.m. of gross floorspace (inclusive of circulation and plant areas).
24. Chancery has particular security require-
ments:
(a) Access is restricted, following a sequential route, controlled by secure doors (see the Room Relationship Diagram 1).
(b) In a multiple storey solution, Chancery
should be positioned on an upper floor.
(c) Open external space below the Chancery area is permissible, but only if the design ensures such areas are clearly treated to avoid any possible use for parking or casual storage.
(d) For ease of planning Chancery areas are sub-divided into "red " and "green" zones. The building is best planned with red zones enclosed by green zones or external walls.This will help the design to avoid positioning any part of the red zone adjacent to other areas, which would "be unacceptable.
(e) Plantrooms and storage / offices areas, to which access by unsupervised non-diplomatic staff is possible, must not be positioned to adjoin Chancery areas in plan or section.
(f) No plant is to be located immediately above Chancery.
(g) Windows to red and green zones must be sealed and glazed with 11 5mm anti-bandit glass.
25.Consular Bassport & Immigration requires a separate single entrance leading to individual waiting areas for Consular, Passport and Immigration /Visa Sections.

To other parts of the building. There should, if
pratical, be an internal staff link between consular section and main Consulate - General office building
Siting and Building Access.
26.
The British Council is a seperate entity to the Consulate -General. There is no requirement for an interlink between the two. A seperate entrance for the public must be provided. Large numbers of students will visit daily. Ease of access from the street and good circulation between some of the sections are inmportant. Diagram 2 opposite illustrates the main considerations to be observed in planning and positioning the various sections.
27. Good communications between the main site entrance and the offices entrance are essential, with clear line of vision from the gatehouse to the offices forecourt. Most visitors will park outside the site security per- imeter.
(CONSULATE.
28. Access to the British General offices should be through the main entrance, controlled by a protected reception desk and airlock. A secondary staff entrance is required, controlled by a security door.
29. Where essential entrances / exits are required for fire safety / servicing, these should be kept to a minimum and special security measures will apply.
