I was grateful for a copy of your recent (undated)

minute to Miss Bourne. Although Hong Kong manages its own

drug-related mutual legal assistance affairs under an

entrustment, it is important that HKD is aware of

developments given current discussions in the JLG about

Mutual Legal Assistance and the requirement to consult the Chinese about the extension to Hong Kong of new international rights and obligations intended to extend

beyond 1997. HKD's understanding of the state of play is as

follows.

Vienna Convention (1988 UN Convention against elicit traffic in narcotic drugs and psychotropic substances)

2. Miss Walker's letter to Mr Weeks of 30 April summarises

the situation. We shall need to consult the Chinese about

the extension of this Convention to Hong Kong but are

postponing our approach until the Chinese attitude on future

Hong Kong Mutual Legal Assistance bilateral agreements is

clearer.
