Our main concern is that we do not, and may not for some time have comprehensive legislation covering the proceeds of crime other than drug trafficking. We note that Articles 2(2) and 6(4) provide for Parties to the Convention to make declarations limiting the offences, etc., to which those Articles shall apply. However, it is not clear whether, if the UK were to extend the

application of the Convention to Hong

Hong Kong, such reservations could be made in respect of Hong Kong. I should be most grateful if you could seek preliminary legal advice on the possibility of
