HONG KONG : COUNCIL OF EUROPE CONVENTION

1.

Please refer to David Week's letter to Andrew Soper of 21 January in which he seeks the possibility that the Council of Europe Convention be extended to Hong Kong (copy attached). He suggests this may be more productive than pursuing bilateral agreements with countries who have signed the Council of Europe Convention. Any extension would be limited to 1997.

2. I would be grateful for advice from you, and copy addressees, on the points raised by Mr Weeks.
