I have the honour to acknowledge receipt of your letter to the Governor dated 8 November 1990 concerning the establishment of arrangements between the United Kingdom and Hong Kong for the provision of mutual assistance in the restraint and confiscation of the proceeds of drug trafficking.

2.

In reply, I have the honour to confirm that Hong Kong is willing to make designation orders in respect of England and Wales, Scotland, and, when appropriate, Northern Ireland, Guernsey, Jersey, and the Isle of Man, each being granted access to the powers created by the Drug Trafficking (Recovery of Proceeds) Ordinance 1989 for the enforcement of external orders.

3.

I have the further honour to confirm that your letter and this reply will constitute an arrangement between our two Governments in this matter.

Yours sincerely Kit Repay
