This is, to say the least, tedious. But if we are to make progress with the US we are going to have to tackle these points in an energetic way. I see no hope of riding the Americans off. They have made up their minds that they must satisfy themselves about the matters they have raised and, more important and relevant, they are certain that they will face these questions in the Senate from the likes of Senator Helms who, extraordinarily, continues to deal death blows to many a good and useful treaty. A recent casualty was the Vienna Convention on the Law of Treaties wпich пeim ́s starrers presented as unvuyI IL was dil ill-thought out and "dangerous" treaty!

So, we have some difficult times ahead. I will come back to you when I receive the promised letter. In the meantime, we should perhaps begin to think about this.
