Translation : Will the USG need to translate documents

into Chinese

Edwards advised that although

English

would

continue to be used by the courts there would be a growing

trend [particularly post 1997] for Chinese to be used and

accordingly the need for translation into Chinese would

increase.

Temporary surrender

is such a provision a viable

option

Edwards

provision with

advises that HK had agreed such a

Malaysia ad referendum in principle there

--

is accordingly no objection.

Rule of

speciality

: assurance

extradited to Hong Kong will not

involuntarily [deported, even] to the PRC

that a person

be

transferred

It emerged that

the U.S. concern was not

speciality but no-resurrender. Surena indicated that the

US would require a no-resurrender clause. Edwards agreed

that this could be done and handed over the draft text in

the brief.
