1. My minute of 29 November to Mr Fifoot, copied to you (copy attached) flagged the need to begin work on
disapplication of existing extradition arrangements in
particular those with The Netherlands and Australia with
whom Hong Kong have already begun negotiations on a separate
agreement. In response to a request from Mr Fifoot, Hong
Kong sent us a copy of the latest draft of their Extradition
Bill and a list of the countries designated by the Governor
under Section 2(1) of the Fugitive Offenders Act as
extended to Hong Kong (Mr Wotherspoon's letter of 1 February to Mr Stone, also copied to you copy attached).
2. I should be grateful to know whether Mr Fifoot passed
this work on to you, or Miss Brooks, and where we now stand.
3. Hong Kong have recently indicated that the initial round of talks with the Dutch has gone well and they hope to
undertake detailed negotiations with the Australians,
Malaysians and Americans in the near future. The Canadians
have also indicated interest. These negotiations are likely to take some time, but we need to have our disapplication
arrangements ready in case things move more quickly.
