Pollution control, which is effected under the provisions of the Water Pollution Control Ordinance, the Air Pollution Control Ordinance and the Waste Disposal Ordinance. Public consultation has been completed recently on a draft Noise Control Bill.

Planning against pollution, which takes place at all levels from strategic to project planning. Major new projects such as power stations, large chemical plants and so on require the submission of a formal Environmental Impact Assessment.

Provision of facilities for the collection and disposal of solid wastes and sewage. Solid wastes. currently average 9000 tonnes a day, 2400 tonnes of which are disposed of at three municipal incinerators and the remainder at four sanitary landfills. An extensive sewerage system serves 90% of establishments and approximately 1,000,000 tonnes per day of effluents collected through this system is subjected to either preliminary, primary or secondary treatment before discharge. A major review of practice in relation to sewerage, foul water treatment and disposal is in progress.

Routine monitoring as well as investigations of specific environmental problems is carried out in order to establish an objective basis for local action. The routine monitoring scheme includes an advanced telemetered network of air quality monitoring stations, 190 routinely sampled marine and fresh water quality stations and seven automatic stream quality stations. The territory wide survey of wastes arising initiated in 1981 is now carried out annually to provide the information needed for planning future waste disposal facilities.

Consultation on environmental policies and practice which takes place through the Environmental Pollution Advisory Committee as well as District Boards and the general public when appropriate.

Apart from conducting surveys on working environments and making recommendations on measures to abate occupational health hazards and to promote a healthy working environment, the Occupational Health Division is also responsible for the promotion of the health of workers, and the prevention and control of occupational diseases.

The only offences which are subject to capital punishment are treason, murder, and piracy with violence for which the statutory death sentence must be passed.
