demanded an immediate abolition of the restricted area policy. Abolition of the freeze period for the six ordinances which violate human rights, with particular reference to the Police Force Ordinance.

GOVERNMENT RESPONSE

Police Commissioner Mr. Lee Qan Ha explained a few days later that the police was using the power delegated from section 10 of the Police Force Ordinance which said that police has the duty to "prevent injury to life and property."

One of the Legco member Mr. Stephen Cheung went to have a short dialogue with the demonstrators on 6.5.91. Mr. Cheung admitted that he did not know why Jackson Road carpark was designated a. restricted area. He said that he thought it was the decision of the Security Branch.

One day later, in a written reply to the demonstrators, Mr. Cheung said that Jackson Road was part of the Legco building and in internal meeting within the Legco in April 1991, Legco members agreed to have the carpark closed to demonstrators any safety problem to the Legco members.
