I regret that I have been extremely inefficient in

following up the points raised at our meeting on 2nd. August. I do apologise for this.

At that meeting I promised to let you have further

information about the detention centre in Shenzhen to which

persons returned from Hong Kong are sent, as well as information about Hong Kong government officials lobbying in

Washington for unrestricted m.f.n. treatment.

I now enclose a copy of an extract from a statement

made by a former Public Security official in China. There is

another such official whom I understand also has detailed

knowledge about this detention centre; I had hoped to obtain

a statement from him, but have yet to do so. As soon as I do, I will let you have a copy.

"Dateline Hong Kong" is, I believe,

I believe, published on

behalf of the Hong Kong Government. This suggest senior government officials were involved in lobbying; I am also told

that British Embassy officials in Washington may have been

involved in this lobbying. Frankly, I regard it as inappropriate for Hong Kong government officials (and even
