I am

Thank you for your letter of 5 February about Messrs Leung and Pang's applications for the UN Human Rights Fellowship. afraid we appear not to have received your letter of 7 December but the applications enclosed with your letter of 30 November were passed (under cover of Mr Broom's letter of 7 December, a copy of which I attach) to David Campbell in Geneva to give to the Centre. We will let you know as soon as we hear anything from them.

2.

Regarding funding, David Campbell's teleletter of

13 November, copied to you, said that the easiest way of transferring money from Hong Kong to the Centre might be through the Hong Kong Government Office in Geneva, to UKMIS Geneva's account, from which payment (in HMG's name) could be made to the Centre.

3.

I am copying this letter to David Campbell in Geneva to see if there has been any progress on Messrs Leung and Pang's applications.
