As can be seen from the letter from the District Office, compensation could be obtained by Mr.Lau Yam Hei on production of the necessary documents, proving entitlement to his father's estate.

Letters of Administration were eventually granted to Mr.Lau Yam hei and his brother, Lau Kon Yeung, on 25th August 1983.

As a result of the death of Mr. Lau Yam Hei's brother on 19th April 1984, Mr. Lau Yam Hei became the sole administrator of his father's estate. (A copy of the Letters of Administration is enclosed, Appendix E).

Between 1983 and 1988, Mr. Lau Yam Hei has, through the offices of his solicitor, Mr. Gary Mak, tried to obtain the compensation money for Lot.no 1487 S.B. but with no success.

In 1988, Mr.Lau Yam Hei returned to Hong Kong and went to the District Office in person. He was informed that the officials who had originally dealt with the matter had left and that there was no help the present officials could give. As Mr.Lau Yam Hei felt that he was not making any progress with regard to the recovery of the compensation, he put the matter into the hands of an investment company (Commandary Investment Ltd); Mr.Lau Yam Hei made an agreemnt with this company to pursue the matter of the compensation on his behalf within a period of two years. (A copy of this agreement is attached, Appendix F).

The time limit has now expired. It appears that nothing has been done by the said company to pursue Mr.Lau Yam Hei's claim for compensation, as can be seen from copies of letters between Mr.Lau Yam Hei and his solicitor, which are attached, Appendix G.

Mr.Lau Yam Hei has tried, using every means at his disposal, to resolve the matter himself and obtain the compensation, which is due to him, but to no avail.

I would therefore be most grateful if you could, through the Foreign Office, see that the matter is taken up with the Hong Kong authorities.
