The family has been living at the reported address since 1978.
It is a 30 square metres self-contained public housing unit rented by the family at $834 a month. The abode, partitioned into 1 bedroom and 1 sitting room, is adequately furnished and tidily kept. The family welcomes the Prisoner's return though the latter is not an authorized person of the above tenancy. The Prisoner would face no immediate housing difficulty should he be discharged.

Being the eldest son of a poor and sizeable family, the Prisoner had not been provided with adequate care or supervision during his childhood due to the parents' pre-occupation with work. The Prisoner had to assist his father in hawking of Chinese herbs. His education was intermittently interrupted whenever there was need of help or that the family could not afford to send him to school. He finally left school at 15 after attaining P.5 standard. The Prisoner started to work, first as a delivery hand for about 2 years then as an apprentice in a fire-prevention equipment co. for 6 months, a restaurant worker on casual basis for 2 years and a construction site worker for 10 years prior to his present incarceration. Owing to his immaturity, absence of supervision and adverse influence of the undesirable friends, he went astray and committed offences repeatedly. He first offended the law in 1965. In the years that followed, he met and cohabited with Madam CHAN who subsequently gave birth to their four children but the Prisoner failed to play the role as breadwinner of the family and became involved in drug-trafficking and operating of illegal gambling dens. Subsequent to his imprisonment for murder, Madam CHAN together with their children left the Prisoner. She had since remarried.

The Petitioner appeared frank and co-operative when inter- viewed. He admittedly had closely associated with the undesirable people and had participated in many unlawful activities before. Regarding the offence for which he is imprisoned, the Prisoner denied premeditation to the murder because the victim was allegedly his good friend. He said that he was deeply regretful for his wrongdoing and was determined to turn over a new leaf. Since his incarceration, he had become a Christian, behaved himself and worked diligently. prison, he was assigned sewing and tailoring work. He hoped to be granted an early release for a reunion with his aged parents and to be re-integrated to society. With his past experience in work and friends in the construction field who could assist him as well as assistance from the family, the Prisoner believed that he would have no difficulty regarding his employment and accommodation.
