The Petitioner is the eldest son of a large

Chinese working class family, consisting of

his mother and father and ten children. The probation

officer has concluded that, as the Petitioner's parents

had worked long hours, the Petitioner had never received sufficient parental supervision and this had led to him mingling with undesirable characters. The Petitioner's mother and father, although elderly, are in good health

and not suffering any hardship.
