This is a Petition to Her Majesty on behalf of
CHAN Kan-sau ('the Prisoner') by nine members of his family. The Prisoner, aged 43, is serving a sentence of life imprisonment. He was convicted of murder on 16
November 1979 and sentenced to death. Following an unsuccessful appeal against his conviction, he petitioned the Governor for clemency and his sentence was commuted to
life imprisonment on 5 April 1981.

This is the fourth Petition by or on behalf of the Prisoner. The family members ask that the Prisoner be released because he has repented, and because he is needed to take care of his father, who is in failing health.

The circumstances of the murder were described in a Note by the Acting Attorney General dated 22 November 1989, a copy of which is attached for ease of reference.
Merits of the Petition

The grounds of the Petition are humanitarian.
Recommendation

The Petition discloses no legal grounds which would provide a basis for granting early release.
