Note by the Attorney General on the Petitions of CHAN Kan-cheung and CHAN Chun-shan and Family
16 November 1979 CHAN Kan-cheung (the
Petitioner)
convicted of murder and sentenced to death.
Following unsuccessful appeals against conviction and sentence his death sentence was commuted to life imprisonment by the Governor in Council on 4 May 1981. The Petitioner aged 36, has been imprisoned for almost ten years.

These are the second and third petitions made
by or on his behalf, the first petition being that of the Petitioner's mother dated 15 September 1988. The Petitioner
his sentence should now be remitted to a
sentence of imprisonment for a determinate period. In his
petition he expresses remorse
for committing the offence.
Buddhist and expresses a
requests
He
states
that
that he has become
а
desire to care for his parents. Upon his release he claims
he would devote himself to the care of the feeble and
disabled, and also to the preaching of Buddhism. In their petition, the Petitioner's father, CHAN Chun-shan, and his family ask for the release of the Petitioner. They state that the Petitioner deeply repents having committed the offence, and that the Petitioner wishes to become a Buddhist
monk and to preach the Buddhist message in order to compensate society for his mistakes.
