Regarding your request no. 8, I regret that I am

not prepared to suggest to the Secretary for Civil Service that he should consider such a proposal.

Regarding your request no. 9, the OMEL CO and the Commissioner for Administrative Complaints at

at present do not involve themselves in individual management related civil service

complaint cases.

I am not prepared to suggest that OMEL CO should SO involve themselves. The Commissioner for Administrative Complaints is precluded by the Commissioner for Administrative Complaints Ordinance from investigating such cases and no change to that Ordinance in this respect is contemplated.

I would suggest that should you have any grievances as an employee against the Hong Kong Government as an employer, you should consult the Secretary for Civil Service on your rights and make known your grievances through proper channels.
