noted. The Prime Minister will not intervene in relation to the matters listed on pages 1 and 2 of your letter.
Your requests have also been noted. Regarding your request no. 1, you will be aware that a Bill of Rights which seeks to shrine the
the principles set down by the International Covenant on Civil and Political Rights is being prepared by the Hong Kong Government. It is expected that it will be published for public consultation. Your request to extend the right of abode in the U.K. to all
Hong Kong British passport holders is noted.
Regarding your requests nos. 2 & 3, "The HKCS & its Future" is not a Hong Kong Government publication and I do not propose to comment on its recommendations.
Regarding your requests nos. 4 & 5, I regret that
I am not prepared to suggest a meeting between you and the Governor or the Secretary for Civil Service.
Regarding your request no. 6, I am satisfied that
the Secretary for Civil Service has attended to the processing of your case promptly.
Regarding your request no. 7, there already exists a right for an officer subjected to a disciplinary hearing to call any officers to be his witnesses. You may consult the Secretary for Civil Service if you wish to know more about this right.
