In your letter of 27 June to Helen Gates you asked for our latest thoughts on a timetable for the reallocation of call signs.

2. We gave a speaking note on this subject to the Chinese side in the Joint Liaison Group on 24 May with the intention of discussing it at JLG XIX from 11-13 June. The Chinese side, however, asked for more time to study the issue. It now looks likely that we shall discuss it at JLG XX in London in the week beginning 23 September.

3. Much depends on how the Chinese react to our proposal. If they see little difficulty, we may be in a position to announce a decision by early to mid-1992. This would give a maximum of 5 years' notice (to 1997) to the Pitcairners but ideally we should want to complete the reallocation of call signs before 1997. If the Chinese have difficulties, discussion could take longer. But we have stressed to them the disruption that the changes will cause to other dependent territories and the need for early agreement.

We shall keep you informed of progress, in particular following JLG XX.
