HONG KONG/AUSTRIA AIR SERVICES
1. Please see the attached self-explanatory letter from Hong Kong. I should be grateful if you would let me know should you come across any Austrian approaches for a separate ASA with Hong Kong.
2. I take it that no one in London is going to lose much sleep over para 2 of the letter. Even if the Lauda service to Hong Kong were operated under the terms of the UK/Austria ASA, which it is not, such prior clearance with DTP would be unnecessary. A fortiori the routine issue of temporary operating permits under self-contained informal arrangements needs at most to be notified to DTp simply for the record. This is the procedure established for similar cases in the past (eg the Gulf, Papua New Guinea). Proposed variations in the arrangements are of course a separate matter, and the UK could reasonably expect to be given advance warning of any moves to enhance or diminish operations on route, until Hong Kong is authorised to act on its own in such matters. If you agree with this analysis, I will advise Hong Kong accordingly.
