text would be signed by the Hong Kong Government on the specific authority of the Foreign Secretary. To show them what we have in mind, you should hand over a draft of the proposed Hong Kong/Indonesia ASA. They may also be interested in seeing copies of the five separated Hong Kong ASAS which have already been signed and I am asking Hong Kong to provide you with these as soon as possible. Finally the Hong Kong route would be eliminated from the UK/Indonesia ASA by an Exchange of Notes.

It is customary in air services for the more sensitive issues of capacity and frequency of services and restrictions on the exercise of traffic rights to be set

set out in a Confidential Memorandum of Understanding (CMU). It would be the intention to follow this pattern with the Indonesians as part of the ASA separation process. The CMU would remain confidential in the usual way and would not be shown to the Chinese.

I appreciate that, of necessity, these instructions and guidelines are somewhat complex. Because of this, other Posts involved in the exercise have found it useful to be accompanied by a Hong Kong Government official when making the initial contact with the respective bilateral partner on ASA separation. The Hong Kong Government official can lend any support which the Post may need and, of course, provide answers to any questions outside the scope of the defensive brief. I will ask Hong Kong to get in touch with you direct over the timing of the appointment with the Indonesian authorities.
