In order to ensure the continuation of Hong Kong's scheduled air services after 1997 the UK has been negotiating a series of separate Air Services Agreements (ASAs) with its partners to cover routes between them and Hong Kong. The existing UK ASA is then modified so that it refers only to the route between that country and the metropolitan UK. There are over 20 such UK ASAS to be separated before Hong Kong is passed back to the PRC, the UK/Indonesia ASA of 1973, as subsequently amended, being amongst

them.

We have been working up a draft Hong Kong/Indonesia ASA with the Hong Kong Government which I have asked Hong Kong to send to you. We should like to see this matter taken forward with Indonesia and would be grateful if you could arrange to

to call on the Ministry of Foreign Affairs and the aeronautical authorities (the Ministry of Communications) appraising them of our proposal. We have no doubt that the Indonesian authorities will be expecting this approach although they may know little of the background. We have, therefore, prepared a full Speaking Note for your use and in such a format that you can leave a copy with the Indonesian authorities. For your own information I am also enclosing a Background Brief and a list of Defensive Points in Question and Answer form.

Once you have made the points set out in the Speaking Note to the Indonesian authorities, and provided they raise no objection, you should explain to them that the UK authorities would like to hold consultations on a separated ASA between the Indonesian Government and Hong Kong Government (whose representatives will, of course, participate fully in the negotiations).
