actually active and at sea; most of these
are not employed on Hong Kong registered
vessels;
(a) the numbers of British certificated Hong
Kong officers actually serving at sea is
small in proportion to those qualified
because the qualifications are often
equally suitable for certain shore-based
jobs; and
(e)
demand for officer training for British certificate examinations is comparatively
small.
