Engineer Officer would have to be tested as to their knowledge of technical matters in English.

As a priority, consideration must be given to training Chinese speaking examiners to conduct examinations in the Chinese language. (MNOG)

Examinations should be conducted in English or Chinese at the candidate's choice. But all candidates must meet a standard in both written and spoken English and implied in STCW Convention. (NI)

Both Chinese and English are used as the medium of instruction in seaman's training courses. Bilingual teaching should be adopted especially for short term courses for serving seamen.

The mother tongue should be used as the language of examination. The assertion in the Consultative Paper that there is a lack of qualified Cantonese speaking examiners is not true. If the government is to employ these examiners by open recruitment, there should be a lot of qualified candidates. (HKSU)
