(c) Language

Cantonese should be accepted for the purpose of teaching and examination but English should remain a compulsory subject as it is both the professional and international language of merchant shipping. (MNOBA)

The language of examination as well as the language of instruction is a difficult problem on the deck officer side. There are neither enough qualified local examiners or instructors to cope with the numbers of officers requiring their services. An effort must be made to remedy this situation by recruiting and training more local personnel. Meanwhile the language used will have to continue to be English. (POLY (DNS))

The lack of qualified Cantonese speaking examiners should not be used as an excuse for not adopting Cantonese as the language of examination. (YEUNG)

Bilingual training should be implemented as soon as possible. There are already quite a number of

Cantonese speaking examiners in marine engineering and electronics as well as people (extra masters)

qualified to become examiners on the navigation side. (CHU)

Appropriate arrangements should be made for

examinations to be taken in Chinese as well, while at the same time ensuring that a proficiency in English is proven for at least the senior deck officers.

Examinees who chose to take the examination in English would be exempted from the requirement to take an English examination.

Candidates for Class 2 or 3 certificates should be in possession of at least a Hong Kong High School English Language Certificate.

As regards candidates for Class 1 certificate

(a) Deck Officers would have to be tested as to their

knowledge of Commercial Maritime English capabilities with a special examination in English; and
