for the register to be run as an integral

part of the Government but for policies

and procedures determined by a Statutory

Authority; (c.f. the Urban Council/USD

relationship);

for the register to be separated from the

Government and for policies and

procedures determined by a Statutory

Authority (c.f. the KCRC or MTRC);

(d) for the operation of the register to be

contracted out within prescribed

parameters (which would stipulate

standards of safety, manning,

construction etc.) and policies and

procedures determined on a commercial

basis; or

(e)

for the administration of the register

proper to be contracted out but with all

other functions run as an integral part

of the Government.
