eighteenth largest register in terms of
gross tonnage);
(c)
any new system should be capable of being
immediately distinguished as not being a
flag of convenience; and
(d)
the duties of the Flag State (as listed
in full on page 5 of the CD at Annex A
and which are intended as conditions of
registry) should not be compromised.
5.7
We consider that there are five basic options
available to us for the operation of the register:-
(a)
for the register to be run as an integral
part of the Government (whether separate
from a parent Government department or
not), and for policies and procedures
determined by the Government (i.e.
policies by the Executive Council and
procedures by the Administration);
