in pursuance of this goal, and in taking
necessary measures, the State of
registration [shall] [should] have regard
to the following:
the availability of qualified seafarers
within the State of registration,
multilateral or bilateral agreements or
other arrangements of any nature valid
and enforceable pursuant to the
legislation of the State of
registration,
- sound and economically viable operation
of its ships.
Clearly, then, the genuine link requirement will be
achieved for the new register largely with reference to ownership.

If it became necessary to insist on a
complement of officers with the right of abode
in Hong Kong (a 'national' would be
inappropriate) the justification para. 3.24
could be re-written as follows:-
