As regards officers several commentators
suggested that suitably qualified Hong Kong officers
should be given priority in employment opportunities on
Hong Kong registered vessels. Given that there is a
likelihood of a considerable and continued shortfall in
the availability of qualified Hong Kong officers, we do not feel that this would achieve anything without
lowering standards.
This would be unacceptable.
