3 RECOMMENDATIONS TO COP
A few territorial and regional organisations have low profile programmes in Hong Kong which have run unremarked for some years. It is not suggested
that these programmes should be discontinued. Nor would there be any objection to a annual visit by other development organisations on their way to or from Japan. However, IBB recommend that COP members should adopt a
low profile in Hong Kong and refrain from highly visible promotional activities such as press advertising or seminars. In addition, COP members
are asked to consult IBB well in advance of a visit to Hong Kong and that while there, they should take an early opportunity to ask BTC to arrange for them to be seen by the Political Adviser's Office of the Governor of Hong
Kong.

My assessment at the present time is that the potential for inward
investment in the UK from Hong Kong is small in the long term and
insignificant in the short term and that UK promotional activities in Hong
Kong should be scaled accordingly.
