RESTRICTED

ROUTINE

11.

manufacture or possession of unmarked explosives in their

territories, or the movement of unmarked explosives into or

out of their territories.

(c) Parties are required to ensure the destruction,

subject to certain exclusions, of commercial stocks of

unmarked plastic explosives within 3 years of and certain

military stocks 15 years after entry into force of the Convention, and of unmarked explosives discovered in their con

territories.

UNQUOTE

Your subparas (b) and (c) will then become (d) and (e).

iv) Para 3: we suggest inserting new second and third

sentences as follows: Quote The Convention, which resulted

from a British initiative, is a valuable addition to the

range of international counter-terrorist legal

instruments. The United Kingdom attaches considerable importance to the Convention being as widely implemented

as possible throughout the world as a further means of

defeating terrorism unquote.

v) Para 4, line 1: replace quote soon unquote by quote as

soon as practicable unquote. (As you will know, we expect

to need 12-18 months to effect ratification. We have now

concluded that a Bill will be necessary, the scope of

which is now under discussion here.)

2.

For your information, China did not/not sign the Convention

at the conclusion of the Conference in Montreal.
