We are broadly content with the draft speaking note in

second TUR, but have the following amendments to suggest:

i) para 1, line 3: insert dates of conference quote from 12

February to 1 March unquote.

ii) the UK signed the convention on 1 March.

iii) para 2(a) compresses some of the key features of the

Convention, although we recognise that some of them may

not be directly relevant to Hong Kong. We suggest a

redraft to read:

QUOTE

(a) all plastic explosives manufactured by Parties

to the Convention will have to be marked through the

addition of a chemical additive.

(b) Parties are required to prohibit and prevent the
