With a declaration that the Convention will also apply to Land Berlin as from the day on 2020h it enters Into Force for the Federal Republic of Germany.
With reference to the above-mentioned statement, communications have been received From the Covernments of Albania, Bulgaria, the Byelorussian SSR. Cuba, Czechoslovakia, the Federal Republic OF Germany. france. the United Kingdom and the United States of America, Poland, Romania, the Ukrainian SSR and the Union of Soviet Socialist Republics. Joon accession to the Convention, on 20 Fearuary 1975. the Government of the German Democratic leouolic made the following declaration In this
respect:

Pursuant to the Quadripartite Agreement of 3 September 1971 between
Governments of the Anton of Soviet Socialist Republics. the United Kingdom of Great Britain and Northern Ireland, the United States of America and the French lesublic,
that Berlin (West) is not a constituent Part of the Federal Republic of Germany and not to ៦. governed by it. The statements by the federal Republic of Germany to the effect that ese Conventions also apply to "Land Berlin" are Merefore contrary
to the Quadripartite Agreement. ich
states further that treaties affecting Mtters of security and status may not че extended Berlin (West) by the Federal Republic of Carmany.
The statements by the Federal Republic if Germany cannot
therefore have legal effects.

Subsequently, on February 1976. the Secretary-Ganeral received From the Government of the Federal Republic of Germany a communication which states in part: "The Government of the Federal Republic of Germany, on the basis of the legal situation set out in the [Note] of the Three Powers, wishes to confirm that the application in Berlin (West) of the above- mentioned (Convention] extended by It under the established procedures continues in full force and effect."

Since the declaration by Canada had been after accession, 1t was communicacad oy the Secretary-General to all States concerned on 22 July 1987. None of the Contracting Parties having expressad an objection within a period of 90 days from the date OF the above-mentioned communica- tion. the declaration was deemed to have been accepted and at replaces the previous declaration which reads as follows:
