Two
International
Labour Conventions were ratified by China in 1990, making a total of 17 ratifications.
A summary of International Labour Conventions ratified in China and Hong Kong is at Annex B.
The Chinese believe that more ratifications will be made in future as China assumes a higher profile in the ILO. Ministry officials expressed an interest in learning more about the application of International Labour Conventions in Hong Kong.
Labour administration in China

LI Peiyao, Vice Minister of Labour briefed the delegation on labour administration in China highlighting the following points:
(a) In line with economic re-structuring since 1978, the old system of unified planning and assignment jobs by the Government has gradually given way

a new system involving three channels of
labour absorption, namely
(i)
(ii)
(iii)

jobs provided by Labour Departments at the central and local government levels; job seekers voluntarily organising themselves into collective undertakings;
and
self-employment under the overall planning and guidance of the state.
The development of labour service companies since 1980 has created employment opportunities and provided training and re-training for job seekers. It is estimated that about 8.5 million people were employed in some 240,000 enterprises under labour service companies. As a result, it fostered stability in society, enhanced productivity and brought about material benefits to the people.
