Mr JCA Hammond, former Commissioner for Labour (who March 1991), led a delegation of six (list of Annex A) to visit the Ministry of Labour, PRC from 15 December 1990. The visit was made at the invitation of Mr Li Boyong, the then Vice Minister of Labour.

During meetings with Ministry of Labour officials, views and information on policy and practices of labour administration in Hong Kong and China were
exchanged emphasising the need for closer co-operation in the run-up to

One area of special interest to the Chinese is technical co-operation with Hong Kong which the Chinese suggested should be actively explored. Technical co-operation may include visits, attachment programmes, resource persons in specific subject areas
for seminars, etc. Technical co-operation programmes valued at US$30 million under the auspices of the International Labour Organisation (ILO) were being implemented in China. However, there is as yet no full scale technical co-operation between Hong Kong and China.
