solve various problems in the lives of the people, our city
has
endeavoured to promote community services in districts,
streets and
formulated
neighbourhood committees since 1986.
We have

Development of Social Welfare Network in the City of
Beijing" and the "1989-1991 Development Plan on Community
Services in the City of Beijing." The former three-year
plan has basically been completed.
A range of
multi-functional service facilities has been initially
established. Systematic services managed in a socialised
form is established on the basis of streets and supported
by neighbourhood communities. All 105 streets in the city
have joined in the social welfare network, i.e. having one
factory, one hone, one
institute, four stations (welfare
