national organizations; to examine and ratify the applications of Chinese experts of other nationalities for permanent residence in China and manage the related affairs in this respect and to be in charg of their job assignment.

9. To map out the plan for government-sponsored overseas studies of the Chinese students from non-educational institutions, and to compile the integrated national plan for overseas studies sponsored by the government; to assign jobs to students coming back from abroad who are not affiliated with educational institutions and to reassign jobs to them among different systems and professions; to carry out the mobility system for post-doctor scholars.

10. To be in charge of the macro control of the increment of staff of various categories, the formulation of staff and salary plans of government organizations, and the statistics concerned.

11. To study and develop the salary system of the state civil service, and administrate upon salaries in government organizations and institutions.

12. To study and develop the compensation and welfare system of the state civil service, and administrate upon the retirement on preferential terms, retirement under general rules and withdrawal of personnel in government organzations and institutions.

13. To be in charge of the placement of demobilized officers transferring to civilian work and to reform the placement system of demobilized officers thus transferred.

DEPARTMENTS OF THE MINISRY OF PERSONNEL

GENERAL OFFICE

Coordination of activities among various departments and institutions of the Ministry. Internal and external liaison work.

• Management of ministerial documents, incoming and outgoing documents, mails and telecommunication messages, and the official seals of the Ministry.

• Reception of visitors and handling of letters from the masses.

Other administrative affairs, e. g. internal financial management, capital construction, real estate, trasportation, canteen, security and other logistics services of the Minis- try.

DEPARTMENT OF POLICY AND LEGISLATION

Study and drafting of the Regulations on State Civil Service and other basic laws and regulations, and in charge of the implementation of the state civil service system. General studies of policies regarding intellectuals.

General studies of policies and regulations on government organization structures and establishment and personnel management in enterprises and institutions.

• Drafting important ministerial documents.

Managment of propaganda on personnel affairs.

DEPARTMENT OF GENÈRAL PLANNING

Macro-control over personnel in government organs and institutions.

• Statistics of state civil servants and other personnel, and collection and processing of personnel information.
