OF THE PEOPLE'S REPUBLIC OF CHINA
A BRIEF INTRODUCTION
The Ministry of Personnel is a functional department of the State Council of the People's Republic of China, responsible for the comprehensive administration of state personnel and government structure and establishment. The main functions of the Ministry are as follows. 1. To set up and implement the state civil service system; to study and formulate rules and regulations relating to the state civil service system in the areas of position classification, examination and recruitment, evaluation, promotion and demotion, training, award and punishment, salary and benefits, retirement and withdrawal, protection of rights, work discipline, and etc... and be responsible for the implementation of these rules and regulations, to assit in founding the National School of Administration and manage it on behalf of the State Council.
2. To administrate, on behalf of the State Council, senior civil servants, responsible persons of enterprises and institutions affiliated to the State Council or of large scale key enterprises, and other leading persons whom the State Council designates the Ministry to administrate.
3. To draft the scheme for the reform of government structure and the proposals for the functional adjustment of governmental administrative organs, to draw up policies and regulations regarding the management of the establishment of government organizations and to carry out the implementation, supervision and inspection of them; to study and improve the operation mechanism of government administration and draft administrative regulations and rules, to undertake the routine work of the State Committee of Government Organization Establishment.
4. To examine and verify the institutional structure of the ministries and departments under the State Council and of the governments of provinces, autonomous regions and municipalities directly under the central government; to control the establishment of the administrative organs of the central government and of the provinces, autonomous regions and municipalities directly under the central government; to control the establishment of the institutions affiliated to the organs of the central government, to guide the local governments with their control of administrative establishment.
5. To be in charge of the coordination of personnel system reforms in enterprises and institutions, and to draft policies and regulations on personnel management in these organiza- tions.
6. To be in charge of the coordination of the policies regarding intellectuals; to exercise general administration of professionals and techncial personnel all over the country, to reform the system of professional titles and manage the new recruitment system for technical and professional posts; to develop and manage the information bank of famous senior experts.
7. To draft national policies and regulations on personnel mobility, to organize the mobility of various categories of people and establish social adjustment mechanism regarding personnel mobility, to be in charge of job-assignment of a few key persons demanded by state priority constructica projects and R&D programs.

8. To be in charge of international exchange and cooperation in the field of personnel management, public administration and human resources management; to be in charge of examination, selection and necessary coordination of employees to be dispatched to inter-
