He

appeared to be one of the old guards and did not have

the comparatively more open attitude of some of his

colleagues. It was also evident that our HKMAO minders

present at the dinner were more afraid of him than any

of the other senior HKMAO officials whom we met.

Most of the officials we met during the visit were

quite young, either in their 30s or 40s. Some have

obviously studied or travelled abroad. I gained the

impression from talking to them that most of them

considered that reforms were inevitable in the PRC and

that they were committed to carrying out reforms.

However the sheer size of the country, the size of her

population and the difference in the rate of

development among provinces and regions would make the

implementation of reforms difficult. Hence in terms of

economic reforms, more emphasis was now placed on

decentralization and in keeping directive planning

The arrangements made by the HKMAO were on the whole

well-organised. Our delegation secretary Miss Linda So

also did a first-class job in liaising with our

minders, keeping the delegation informed of news in

Hong Kong, and attending efficiently to the many
