The number of driving licences to be issued to PRC
drivers for operating cross border goods vehicles
should follow a ratio of 2 drivers per vehicle.

Drivers of PRC goods vehicles should attend a familiarisation course organised by the Hong Kong
School of Motoring and obtain a Hong Kong driving licence in respect of the class of vehicle to be used
in Hong Kong.
9.
PRC drivers should renew their Hong Kong driving
licence annually.
10.
The vehicles should be subject to the same fees and
taxes applicable to the same classes of vehicle in long
Kong.
11.
The vehicles should comply with the insurance requirements of vehicle registration in Hong Kong, i.e.
to take out third party insurance policy with an insurance company recognised by the Hong Kong Motor
Insurance Bureau.
12.
The vehicles should be operated by one driver only and
should not carry any passenger.
