Annex A

The number of goods vehicles which can be allowed to

enter Hong Kong should be subject to a quota agreed

between the Hong Kong and Shenzhen authorities.

PRC goods vehicles should be registered in Hong Kong and subject to the same licensing conditions applicable

to Hong Kong goods vehicles.

The registered owners of PRC goods vehicles should be

Hong Kong based and be liable to the Hong Kong law on

the mandatory identification of drivers.

The vehicles should comply with the Road Traffic

(Construction and Maintenance) Regulations.

The vehicles should comply with the inspection requirements stipulated in the Road Traffic Ordinance.

PRC drivers should apply for the Hong Kong driving

licences through a Hong Kong based agency, the address

of which should be used for licensing and contact

purposes.
