I saw a copy of Mr Gass' note to Mr Davies of 27 August which asked whether there were precedents for retaliation by China against Hong Kong for action taken by the UK in its relations with Taiwan.

Over the last three years I can think of a number of events which have marked (in my view) a pragmatic and sensible but gradual development of the UK's contacts with Taiwan. I list below a number of these which Annette Lee has dug out of the files, but there may be others.

May 1988

Vincent Siew, Director of the Board of Foreign Trade, Ministry of Economic Affairs, Taiwan met Mr Roberts, Deputy Secretary in the DTI.

February 1989 Taiwan Minister of Communications met Michael

Portillo, MP, Minister of State at the Department of Trade.

April 1989

June 1989

April 1990

Aug/Sep 1990

Anglo-Taiwan Education Centre in Taipei opened.

Visa handling unit under auspices of Anglo-Taiwan Trade Committee in Taipei opened.

Britain/Taiwan Cultural Institute inaugurated in

London.

Mr P K Chiang, one of the 3 Vice Ministers' at Ministry of Economic Affairs, Taiwan, met DTI officials at lunch hosted by Sir James Cleminson.

Taiwan Minister of Economic Affairs met Trade Minister and Secretary of State for Trade &

Industry.
