Chinese leaders Philippine Foreign Secretary Raul Manglapus met an observation group from the NPC Council for Overseas Chinese, which is headed by He Ying, permanent NPC member and council vice director. During their meeting, He Ying thanked the Philippine government for its continued assurance on the one-China policy. He Ying's delegation departed Manila on the 15th June for Japan.
A delegation from the Chinese International Friendship Society, led by its vice-president, (?Huang Zemin) ended a 10- day visit to the Philippines. During their visit, they were received by President Corazon Aquino. (Radio Beijing external service in Tagalog 1130 gmt 16 Jun 91)

Thailand and Laos cooperate in child slave labour The Thai media have been reporting child labour abuses and fatal torture of young workers in Thailand. Lao children are also involved. “Bad elements in Thailand in
collusion with the Lao reactionaries" have lured Lao children to go to work in Thailand, promising good pay and living conditions. However, the youths ended up working without pay and were subjected to physical torture according to Thai newspaper reports.
Thirty Lao youths who had been lured to Thailand, and had served long jail terms for illegal entry, were sent back to Laos through cooperation between the Lao embassy in Thailand and the Thai authorities. There are many Lao youths stranded in Thailand whose fate is similar to those who have just returned home, but the exact number is not known. The Thai authorities will continue to cooperate with Lao officials to suppress the "extremely devilish operation of the bad elements" and bring the remaining Lao youths home.
On 14th June, the Thai authorities promised that they would prevent Hmong guerrillas of Laos from using Thai territory as bases for their operations. "Considering the progress in Lao-Thai cooperation, it is believed that the existing problems between the two countries will be expeditiously solved so as to prevent the actions of the bad elements from contaminating relations and to develop and expand further the good relations and cooperation between the two countries.” (Lao National Radio, Vientiane 0500 gmt 17 Jun 91)

Cambodian Defence Minister affirms people-army solidarity Lt-Gen Tie Banh, the Defence Minister, said that while the entire armed forces "are in self-restraint", they would not let people be attacked and killed by those “who do not want peace at all". In an interview with Vietnamese reporters in Phnom Penh on 15th June, he "expressed the entire Cambodian army's support for the government's policy of national reconciliation and its stance in the search for a political solution to the Cambodian conflict”.

He said he "fully welcomed" the appeal for the 1st May cease-fire and denounced the coalition factions' violations of
the truce.
He also spoke of the rapid growth of the Cambodian armed forces "who are now capable of assuming the task of defending the country by themselves following the repatriation of all Vietnamese troops from Cambodia". Phnom Penh reports attacks on government forces (Excerpts) More government positions in Battambang, Siem Reap, Banteay Meanchey and Kampot Provinces came under attack by the Khmer Rouge-dominated coalition factions between 9th and 13th June... On 11th June, about 30 enemy troops made a foray into a place 7 km south- west of Bavel, Battambang Province... A counter-attack was reported on that day in Chikreng when about 10 Polpotists opened fire on government forces in a place 20 km north-west of the district town, same province.
Another counter-attack by the government forces against the enemy raiders was made on 11th-12th June at areas on Highway 109, Battambang Province. After a two-day attack, the government forces seized three pieces of artillery, an 82- mm recoilless gun, an anti-tank rocket launcher and two firearms.
On 12th June, one enemy was killed and a piece of artillery seized during a five-minute counter-attack by the government forces against an enemy military operation in an area 21 km south-west of Bavel district, Battambang. The following day, two enemy soldiers were killed and two others wounded in a government counter-attack in a place 17 km north-west of Kompong Trach district, the coastal province of Kampot...
