Our people rejoice, as over their own, over all the fraternal Chinese people's successes and wish them greater success in the future struggle to build a highly civilized and highly democratic socialist power under the leadership of the CCP with Comrade Jiang Zemin as the core. We also wish the Chinese party, government and people new progress in the struggle to reunify the whole country under the policy of one country and two systems.
Today, our people are vigorously struggling to enhance the superiority of our unique style of socialism, uniting with one mind around the great leader Comrade Kim Il-sung and the dear leader Comrade Kim Chong-il. As noted by the dear leader Comrade Kim Chong-il in his dialogue with responsible functionaries of the KWP Central Committee on 5th May, our style of socialism centred on the popular masses is ever- victorious and invincible. Although the imperialists' manoeuvres against our republic have become unscrupulous today, our people are firmly advancing along the road that they have chosen and are making strenuous efforts to achieve the cause of national reunification at the earliest possible date.
We believe that Korea should be reunified by means of a confederal system based on one nation, one state, two systems and two governments. We are making every sincere effort to solve the question of Korea's reunification through dialogue and negotiations. However, the splittists' attempt to legalize the division of Korea internationally, running counter to the desire of the nation for reunification and against the trend of the times, has reached an extremely grave stage. That the persons in authority in South Korea tried unilaterally to enter the UN, doggedly opposing our proposal to share one seat in the UN, is vivid evidence of this. If their attempt to unilaterally enter the UN were left as it is, important problems concerning the entire nation's interests could be discussed in a biased way in the UN forum, and grave consequences could result from it.
Under this situation, our republic's government decided to enter the UN as an active measure to tide over the prevailing difficult situation. Today's state of affairs under which North and South Korea have to separately enter the UN must never be frozen. We take this opportunity to express our deep thanks to the Chinese party, government and people for their active support for and solidarity with our people's cause of national reunification.
In conclusion, believing that comrade foreign minister's current visit to our country will contribute to firmly deepening Korean-Chinese friendship, at this meeting where fraternal friendship is overflowing, I propose a toast to eternal and immortal friendship and solidarity between the people of the two countries of Korea and China; to the long life and good health of esteemed Comrades Deng Xiaoping, Jiang Zemin, Yang Shangkun, and Li Peng; to the long life and good health of the great leader Comrade Kim Il-sung; to the long life and good health of the dear leader Comrade Kim Chong-il; and to the health of Chinese comrades here.

SKNDF open letter calls on South not to concentrate on elections (Text) The Central Committee of the South Korean National Democratic Front [SKNDF] (Hanminjon) published an open letter to the entire voters on June 13 with the "elections of large city and provincial councils" at hand, according to radio Voice of National Salvation from Seoul.
The No Tae-u group is seeking to dissolve the May struggle in the "elections of large city and provincial councils” in June and achieve the stabilization of power by usurping the fruits of local autonomy, the letter says, and continues:
The basic orientation of the current "election" struggle is to concentrate on the struggle against No Tae-u and the "Democratic Liberal Party" [DLP] under the slogan “Let us frustrate the DLP's intrigue to monopolize votes in the elections of large city and provincial councils” on the orbit of the struggle to terminate the "security-oriented rule”.
The voters should not be engrossed only in the "elections" but ceaselessly and powerfully wage the grand May struggle and thus develop it to a resistance to overthrow No Tae-u's murderous and violent "regime" and establish a democratic
government.
The realization of democratic politics cannot be expected without anti-US struggle and a democratic government cannot be established without curbing the US interference in our internal affairs.
Let all the people wage a daring anti-US struggle for independence to put an end to the political interference and colonial rule of the United States which is manipulating No Tae-u's "Democratic Liberal Party" behind the scene. (Korean Central News Agency, Pyongyang in English 1020 gmt 17 Jun 91)

Macao law committee meets in Peking The first enlarged meeting of the drafting committee of the basic law of the projected Macao Special Administrative Region (MSAR) opened in Peking on 17th June at the Diaoyutai State Guesthouse.
Drafting committee chairman Ji Pengfei presided over the three-day meeting. Leaders of the committce's five groups reported on the 17th how they had worked out the articles for a draft of the basic law relating to relations between the central government and the MSAR, residents' basic rights and obligations, the political system of the MSAR and economic, cultural and social affairs in Macao.
The meeting will discuss and revise the draft before submitting it to the coming seventh plenary session of the drafting committee, to be held in July. (Xinhua News Agency, Peking, in English 1418 gmt 17 Jun 91)
