SECURITY SITUATION IN MACAU

The day after your visit to Macau (21 May) I called on Colonel Dias, Chief of Police. I have met him several times socially and at a time when a new Governor and a new Security Forces Under Secretary had just arrived, and violence and smuggling were on the increase, a call seemed opportune.

Diaz had held his first detailed talks with Brigadier Ribeiro that morning. Ribeiro is a former Chief of Police in Macau and worked closely with Governor Vieira when the latter was Chief of Staff. The new government is therefore bristling with security experience and a number of changes are already planned.

Structure

The current structure of the Macau Security Forces (see attached chart) is a nonsense. The Judicial Police (Special Branch equivalent) does not report to the Security Under Secretary. The Municipal Police report operationally to the Leal Senado. There is no Special Duties Police equivalent. None of the Portuguese officers speak Chinese and there are no Chinese officers. In summary there are 7 bodies in the security forces plus the Judicial Police outside, and a tiny intelligence unit which reports to no one in Macau, in a territory of 16 square kilometres. This organisation, Dias explained, mirrored that in Portugal but was clearly inappropriate.

What he anticipated was the Judicial Police being brought under the Security Forces, the Municipal Police being disbanded and the Intelligence Unit reporting to the Governor.
