Thank you for your interesting letter of 29 May.

The structure of the Security Forces does indeed seem bizarre. I imagine that sorting this out will be a high priority for the new administration. The absence of Chinese police officers is yet another example of the alarming lack of localisation to date in Macau. But I am interested to read about the Coloane academy and its relationship with the Guangdong PSB, as well as Hong Kong's possible role in helping to train the General Duties squad. These seem constructive developments.

More generally your letter gives the impression of a willingness among Dias, Ribeiro and their colleagues to grapple with the problems you describe. It would no doubt be a considerable feather in the new Governor's cap to crack down successfully on some of the smuggling, violence and corruption in the territory.
