The bit on page 9 about foreigners having extraTM privileges is an outrageous slur on us hard working spongers. It is also largely now not true.

The differences in the packages between locals and expats has been narrowing for sometime. The main differences have always been housing, passages and length of leave.
For many years there has been no difference in the salary that expats and locals draw. (Any differences ended with the ending of expatriation pay). As regards housing, with the
implementation of the new housing scheme in 1990, all new expats and locals will be on identical terms - except any X expats recruited at the lower grades who will still have to
be provided with some housing. Prior to the introduction of this scheme, and hence applicable to all civil servants in post before September 1990, expatriates below Point 48 had a better deal than locals. All expatriates, irrespective of their grade, were eligable for government housing. Local officers only became eligible for government housing at Point 48. When local officers reached Point 37 they were eligible for a rent allowance or a home purchase allowance. But this was at such a level to make aquisition or rental of a property the size of a government flat impossible. Local officers only became eligible for government housing above Point 48 fairly recently certainly since I have been in Hong Kong and I think roughly in the early 1980s.

As regards passages, depending on seniority and exingencies of the service, most expatriates will get an annual passage back to their country of origin. Policemen and other low life probably only get it once every 21⁄2 years. Most local officers get a no passages at all. Local directorate officers get one passage every 2 years, with government funding at the same level as passages back to the Secretaries get identical passage arrangements to expat secretaries ie every year.

As regards length of leave, expatriates still get more leave than locals. Leave for locals varies considerably according to the rank. For example clerical officers will get considerably less leave than local administrative officers. Taking, roughly, graduate entry as a point of reference, locals will get about 27 days of leave per year if they have done less than 10 years of service while expats will get 45 days - ie an 18 day allowance for being an expatriate.
